52. Constance Higginbotham on behalf of Clay County Education Association regarding the E-Comp Rule (Revised)

Minutes: Ms. Higginbotham read into the record a Resolution adopted by the CCEA addressing concerns with the new E-Comp Rule.  Chairman Vallencourt took the opportunity to mention a letter addressing similar concerns being sent by the Northeast Florida Coalition of School Boards to our state legislators.  The School Board agreed to show support by adopting the same Resolution developed by the CCEA at the May Board meeting.
53. Larry McDaniel, representing First African Baptist Church
Minutes: The First African Baptist Church will be hosting several summer feeding sites through the state's Summer Feeding Program.  They would like to partner with the school system to ensure that all children in Clay County receive a nutritious meal over the summer break.

Minutes: As a result of the recent Visioning workshop, Superintendent Owens distributed a draft of the proposed Vision Statement.  Board Members were asked to e-mail to him any thoughts or suggestions, and the document will be brought back to the Board in May for adoption.

Minutes: Superintendent Owens distributed a calendar of upcoming dates for budget workshops and meetings.
56. County Sign Ordinance (Revised)

Minutes: Consensus was to address this issue with the Board of County Commissioners through our School Board liaison, Mr. Van Zant.  This ordinance permits only one sign per street frontage on a public right-of-way.  The school district will ask for exception under a new subsection to be permitted to have an "informational" sign, as well as the school name sign.

58. Federal Legislative Issues (Revised)
Minutes: The Clay County Chamber has asked for a list of legislative needs from the school district that can be addressed through the Chamber as part of their platform in Washington during the upcoming Legislative Days.  Superintendent Owens will forward this list to the Chamber.
59. E-Mail Policy
Minutes: Board Attorney Bruce Bickner is developing a written policy regarding e-mail guidelines and procedures.
